Why cant we just have a PS2 league?

Why cant we just have a league where guys can play as the team they get in the draft or as there favorite team. The day of play could be 4pm on saturday untill 4pm on sundays. All games must be play or a quit or a disconnnection will cont against you. Certain rules will be enforce as part of league play. Standing will be posted around 7pm on thursday night along with league stats. Why is all that comming out is franchise leagues why cant we have guys who can work with the talent already on the roster and play the season out like the pros? Instead of going into fantasy it just seems that as a system we are being left way behind and at this rate we are not ever going to catch up. You actually can do a chise with no draft but the point of the draft is to have equal teams. It would suck to have a shit team in a chise and have no chance at competing in games due to lack of players skill
